Yummy poblanos salads and fresh mint mojitos with an amazing harbor view! Impeccable service!

The server was very attentive!

The service was fantastic. The hostess set up an outdoor table for us when we requested one, and our waitress was excellent. The servers who brought the food were also excellent though they did not know who had ordered which dish and had to ask each time. The food was awful. The guacamole, which historically has been a Rosa highlight, was pedestrian at best. We asked for medium spicy and there was nothing remotely spicy about it. My tempura shrimp tacos were tasteless. I cannot say they were horrible because they had no taste at all. Three tasteless shrimp and white cabbage on tortillas cannot be brightened by salsa. My wife's birria was passable, and I didn't dare ask our guest about her meal but there were no compliments uttered at our table. Our chips that came to the table in a large bowl were likely stale. Certainly the flavor was off. Such a disappointment after looking forward to this meal. The downtown DC and Chevy Chase locations (now closed) were fantastic. Those location desperately needs a new chef.

The table side guacamole is good . Our waiter was friendly. The ahi tuna tacos weren’t good and the ceviche sampler was not fresh and didn’t taste good. Wouldn’t come here again

food excellent and fair priced. unfortunately out of cauliflower tortillas and mango margarita. margaritas delicious but overpriced. service appalling. table seated after us got guacamole first took us 15 mins to get my son’s drink and water. took 15 mins after guacamole was prepared to get tostitoes. flippant responses by waitress until she brought bill. bottom line, not worth $150 for 4 people.

Great service and good food. I recommend this restaurant if you are visiting Washington, DC.

The food was good but served cold. The drinks were awesome as usual. The restaurant needs a face-lift, sprucing up.

Not a lot of food or drinks for the price. Very slow service. Had to ask for chips and salsa and water when it is standard for every table.

I would not recommend this restaurant. When we were poured water as we waited, my guests and I noticed that all of the utensils were dirty. The cups were dirty, one of my friend’s water had particles in it/was foggy, and other had something in her glass. In addition, the napkins placed on the plates for decoration were also dirty. The drinks do not taste like their description and we waited a long time time for our food, just for it to arrive cold. I ordered the Red Chile Chicken Tacos and it was much smaller than one would imagine. It also didn’t taste good and was quite dry. As for drinks, I had to send mine back twice because it wasn’t good and didn’t taste as described. My guests mentioned that the staff who attended our table was beginning to act annoyed with them. I first ordered the Guava (non-spirit) drink, then later a Strawberry margarita on the rocks with no alcohol (don’t remember the drink names but they both didn’t taste good). I ultimately settled with the Mandarin Mexican soda which was good. The restaurant gets colder the longer you sit there, and when I went to the restroom I saw an employee exit the stall and leave the bathroom without washing her hands. My experience here was unappetizing and I honesty should have left to go to another restaurant as my friend suggested. I recommend you take your money elsewhere.
