The worst restaurant on the planet. I ordered "arroz con gandules, pastel and ensalada" using GrubHub. They sent a small container of rice, no pastel or ensalada. The rice was disgusting and stale. I ordered "4 bacalaitos". They were tossed in a BROWN PAPER BAG full of oil and grease and not in a sanitary container (see pics). They were soggy and undercooked and the batter was clearly visible. I also ordered a Mavi, which was RANCID and did not taste like Mavi. Truly a grostesque experience. Grubhub should not have this restaurant on their list of providers to the community.
I ordered empanada de carne (only thing that was tasty), alcapurria (tasted old because it was not crunchy after being fried), pan fried chicken with gandules, and fried chicken chunks with gandules. This is NOT authentic Puerto Rican. The rice was mushy, tostones where not fresh. I recommend going to a restaurant called Mofongos. They make sure food is tasty.
On 4/4/2022 we placed an order on Grubhub to have food delivered from Victoria's Borinquen Cafe. We ordered the following food items:1 - Mavi4- Bacolaitos (that's how it reads on the Grubhub menu)1- Pastel Arroz con Gandules V Ensulada (that's how it reads on the Grubhub menu)1- PastelWhen the order arrived I received the 4 Bacalitos tossed in a brown paper bag with an incredible amount of grease and oil that permeated the entire bag. It was an extraordinary amount of grease that broke the brown paper bag. It was packaged in an extremely unsanitary way without a container. I have pictures and can provide them. The food was undercooked and looked like a soggy shoe sole. It was truly grotesque. In addition, the drink "Mavi" was rancid and had a foul order. It was not a Mavi as advertised in their menu. Additionally, I only received the Arroz con gandules, which was missing the Pastel and the salad. The restaurant stole our money and did not deliver the correct food we paid for. The rice was mushy and undercooked, completely inedible. My mother woke up with an upset stomach today by just tasting it last night. The method in which the bacalitos were prepared (undercooked) and how they were tossed in a brown paper bag with an outrageous amount of grease presents an opportunity for food poising and infection. The same goes for the rancid drink. This restaurant should be investigated for it's unsanitary preparation of undercooked food served to customers and the unhygienic method of packaging food for human consumption. In addition, it should be investigated for stealing a customer's money and not delivering the food paid for.I contacted the owner, Mrs. Cardenas by text and by Facebook messenger and she ignored my communication. This is not Puertorican food, I promise you. It does not look like Puertorican food and certainly does not taste like Puertorican food. It is an insult to Puertorican cuisine. After investigating them on Sunbiz.org it seems that this is the 2nd owner this restaurant has and her name is not VICTORIA, who was the first owner.Save your health and your money. Stay clear of this place.

Very disappointed at the customer service here. Don't work in customer service if you are a sour person
Delicious Pasteles & morcillas as always.

The food is always over cooked... I ate twice there and ordered the pork chops wich both times were very thin and fried to leatherly chew...for the price, not worth it
