I showed up on a random Saturday night without a reservation. Although the place was very busy, they had a few tables inside that were free, as well as lots of bar space (where I sat). The bartenders were so friendly and helpful. One of the bartenders (whose name is can't remember ?), was so nice, and made me a couple of drinks for their upcoming summer cocktails menu. Each one was delicious!I had the savory donuts as an app. They were very good, although I wish it had some kind of dipping sauce (personal preference though). I had the oxtails and grits as the main course, and it was fire. So good!!!Overall would highly recommend, and will definitely be back to try the other dishes!

My wife and I enjoyed one of the bests experiences in dining in a long time. The restaurant was very charming and the service was excellent! My wife had the grilled octopus and I had pork belly. It was amazing along with the dumplings and tissue bread. We definitely will come back and highly recommend Top Hatters for everyone!

After reading a lot of good reviews, this place was on my list for sometime. We drove all the way from Livermore to have dinner here on a Friday evening. There was no waiting however it took them sometime to get us seated.We ordered the grilled Oysters, the savoury donuts and the the tissue bread for appetisers. The tissue bread was very disappointing, it had a bitter after taste and was super oily. The savoury donuts had bacon in description however there was no bacon in it.Finally, we ordered the pork belly with Harissa rice (highly suggested by our waitress) but, man o man! what an insipid dish that was. They served a flat soda and the wine ordered was never served.All in all it was a horrid experience .

I had lunch and dinner in this place. Great food and beautiful food presentation.Outdoor seating is really nice and refreshing.Custard cream coffee and grilled octopus are my favorite.The portions are not big for a restaurant in the USA.

An eclectic menu of unique selections. We started with oysters on the half shell, grilled multigrain bread and tissue bread for appetizers. That was followed up with seared rice cake with pork and sausage, oxtail and grits, pork belly with pheasant rice and, finally, whole grilled Mt. Lassen trout on a vegetable bed! We ended the evening with fried sesame mochi! Service was most excellent. The outdoor dining was very pleasant with an outdoor gas heater. A special pre-Mother's Day evening!!

The food was excellent! Particularly stand-out dishes included the seared rice cake with pork, pork dumplings (in broth with faro), and the lemon ricotta donuts (you get 7, we got 2 orders and all 3 sauces).Staff were attentive but not pushy and the food was deeply satisfying.Only tried one drink, the Trilby Thistle, and it was well balanced and herbal without being too strong.

Amazing hidden spot with a great energetic yet relaxing vibe. Food is artfully created and presented. Drinks taste as lovely as they look.

Many cocktail choices but few beer and wine choices. Few salad choices and servings of greens were relatively small. Oyster (on a bed of salt) and doughnut (savory, not sweet) apps were distinctive and fresh. Oxtail and brisket were tender and flavorful. Grits were white with just a few 'lumps'. Toasted bread was flavorful. All ordering is via smartphone. Many gas heaters kept us relatively warm on the patio. Everything was eaten!

Ordering was amazingly easy and food came out quick! We had a pleasant brunch. Place opens at 11:45am unlike what Google says.

It was my first time. I went without a reservation. There were many tables available outside. If you want to dine in, make sure to make a reservation in advance. They do check a proof of vac. The server will not come to you to take your order. Don't wait until you get their attention. You can order foods through their website. Very easy to order but didn't know about this. Also, a lot of foods on the menu are not available on the website. But all the foods were very good and the local heisler beer was very good too. Highly recommeded!!!
