The staff, actually only one server, was well overly busy. The party next table was actually so frustrated by lack of service such that they left after the tea was served. They verified against their record and found that the kitchen made the mistake. With fewer than 4 tables of about 8 customers, such a mistake shows some systematic problems in the kitchen.
